FPT eID: The Solution to Unravel the Identity Authentication Challenge

At the 3^rd National Digital Transformation Conference and the review of two years of digitizing documents within the Public Security sector on October 10, the Ministry of Public Security announced that 87.7 million electronic chip-based Citizen Identity Cards (CIC) had been issued to citizens. However, the widespread adoption and convenience of these cards have made them a prime target for identity fraud aimed at illicit gains.

To address the risks associated with transactions using chip-based CIC and to support agencies, organizations, and enterprises in effectively implementing Project 06, FPT IS has developed the anti-fraud digital authentication solution FPT eID. This pioneering solution, currently leading the Vietnamese market, enables users to authenticate chip-based CIC data and perform facial recognition with 100% accuracy, effectively eliminating identity fraud involving the chip-based CICs.

The solution addresses authentication needs across various sectors, including finance and banking, insurance, e-commerce, real estate, and other organizations requiring identity verification, such as schools, notary offices, and hospitals.

Technological Excellence

FPT IS is among the first companies in Vietnam to meet stringent technology and security standards, receiving authorization from the Ministry of Public Security to provide authentication services for chip-based CICs.

From a technological perspective, FPT eID is developed on the Ministry of Public Security's chip-based CIC authentication platform and incorporates internationally certified AI technology compliant with ISO/IEC 30107-3:2017 standards, ensuring 100% accuracy in CIC authentication.

In addition, FPT.IDCheck integrates advanced technologies such as:

•       OCR Technology: Automatically extracts all information from images of both sides of CICs and analyzes the MRZ sequence.
•       NFC Technology: Reads data from chip-based CICs following ICAO 9303 standards.

By minimizing errors and risks associated with manual data entry and authentication, FPT.IDCheck can be used on mobile devices or combined with devices such as FPT.IDReader and FPT Kiosk for remote transactions, in-person counter services, and self-service transactions.

Partnering with Organizations and Enterprises in Digital Identification and Authentication

Although newly developed and deployed, FPT eID has already demonstrated its effectiveness and broad applicability. The technology behind FPT.IDCheck of FPT eID can compare two faces in under 0.1 seconds and identify a face among 10 million faces in less than one second, leveraging algorithms tested and proven in real-world applications.

The solution currently facilitates over 1 million monthly chip-based ID verifications, more than 20 million face-matching operations, and is trusted by over 50 financial institutions.

At present, FPT.IDCheck plays a critical role in supporting organizations and banks in implementing Decision No. 2345/QĐ-NHNN, which pertains to security solutions for online payments and card transactions. It is also aiding educational institutions in deploying Model 21 under Project 06.

Specifically, in the finance and banking sector, FPT.IDCheck serves as a powerful tool enabling organizations and businesses to digitize user identification and authentication experiences across services such as opening new bank accounts, registering for consumer loans, transferring funds, and withdrawing money.

Customer experiences are safeguarded with high levels of security and compliance with financial transaction regulations. Through the application, chip-based ID verification is completed within seconds, personal information is automatically populated, and cross-referenced with data from the Ministry of Public Security.

One of FPT eID's recent clients is Shopee, Vietnam's largest e-commerce platform. Shopee has adopted FPT.IDCheck to verify account registrations for both customers and shop owners. This solution has also been implemented by a leading securities firm to authenticate investors and by a top consumer finance company to verify borrowers, minimizing the risks of fraud during loan applications and approvals.

Additionally, Saigon-Hanoi Commercial Joint Stock Bank (SHB) has partnered with FPT IS to deploy FPT.IDCheck for digital authentication. FPT IS provides an integrated solution that encompasses biometric data collection at SHB branches and on mobile apps, as well as facial biometric verification for secure fund transfers. This ensures compliance with the implementation timeline stipulated in Decision No. 2345/QĐ-NHNN.
